Floodplain Management

The City of Mansfield Engineering and Environmental Services departments work cooperatively in managing FEMA designated floodplains inside city limits. This includes administering floodplain development permits, processing applications for FEMA FIRM changes, and enforcement of the Flood Damage Prevention Ordinance.

Effective Flood Insurance Rate Maps (FIRMs)

Flood Insurance Rate Maps, or FIRMs, are documents created by FEMA for use by local floodplain administrators to regulate development within and adjacent to FEMA designated floodplain areas.

Floodplain Development in Mansfield 

The City of Mansfield Flood Damage Prevention Ordinance (PDF) contains some higher standards than the FEMA minimum federal standards. These include but are not limited to:

  • Structures must be elevated 2 feet above the ultimate developed flood elevation
  • Where no ultimate flood elevation has been determined, structures must be elevated 3 feet above the effective base flood elevation

The effective DFIRMS for Tarrant Count from FEMA indicate the ultimate developed floodway. However, the base flood elevations and floodplain delineations are based on current development conditions. The digital HEC models for Tarrant County do include an ultimate developed scenario. When conducting studies and proposing map changes, it is necessary to include both the effective and ultimate scenarios.
