What is a Comprehensive Plan? 

The comprehensive plan is a living document that serves to guide the future growth and development of the city. It’s inclusive of many components including the Cultural Arts Master Plan, Future Land Use Plan, Parks Master Plan, Small Area Plans, a Thoroughfare Plan, and more to carry out implementing goals and objectives.

Cultural Arts Master Plan 

The City of Mansfield is in the final stages of completing its first ever Cultural Arts Master Plan. This process began in February of 2022 with a resolution to move forward using consultant Designing Local, Ltd. The Community Engagement department has been working diligently to work with local artist, community leaders and residents to facilitate this planning process.

The Cultural Arts Master Plan is a document that will provide a framework of what the future of cultural arts holds within Mansfield. Including an inventory study of available cultural arts opportunities in the DFW region, this plan has also had a heavy community engagement component. With a community-wide survey as well as in-person pop ups, lunches and virtual meetings, there have been a variety of opportunities to ask residents and staff alike how they see Mansfield’s identity and vision for the future. Beyond vision though, this plan will provide concrete steps to implement the vision. 

This project is expected to be completed in late spring  2023. 

Future Land Use Plan

The City of Mansfield has most recently begun the process to update Mansfield’s Future Land Use Plan.  Last updated in 2012, this effort includes the hiring of a planning consulting firm, Freese and Nichols,  to work with the City’s Planning Department in developing a vision for Mansfield’s future.

The Future Land Use Plan is a long-range planning document intended to be used by citizens, the City Council, City Staff, and other decision-makers to guide the growth and physical development of the community for 10 to 20 years.  The plan will focus on the City’s future land uses and planning for several special areas throughout Mansfield.  The plan will help set guiding principles for the City’s future and create future land use goals and strategies to bring about implementable actions or policies.

The  next steps for the Future Land Use Plan will be the development of the Comprehensive Plan Advisory Committee (CPAC) with a kickoff meeting and community engagement to begin in late February. 

The expected time frame for this project is 12-18 months. 

Master Thoroughfare Plan

The Master Thoroughfare Plan is a long-range plan which identifies and documents the types and locations of roadway facilities within the City necessary to accommodate the anticipated future growth.  It serves as a guide for all decision-making related to the City's transportation network. The plan was last amended in June 2015 and may be viewed here.  There is currently an update in progress which is anticipated to be formally adopted in early 2023.
