City Manager Joe Smolinski, ICMA-CM
Joe Smolinski was appointed as the City Manager in September of 2020. Prior to serving in his role as City Manager, he supported the Developmental Services Divisions as Deputy City Manager for 5 years. This past role oversaw Planning and Development, Building Services, Public Works, Public Utilities and Code Compliance which manage items like zoning, engineering, maintenance, capital improvements and overseeing the City’s long-term water supply strategy, water treatment and water distribution.
Smolinski’s 20-year career in the City of Mansfield began after serving as a United States Army Military Police Officer for seven years. Following the military, he worked in the City’s Utility Department, first becoming assistant director, then director of utilities, before moving into the position of Deputy City Manager and now City Manager.
Smolinski is an ICMA -Credentialed Manager, and a member of ICMA, TCMA, Congress for New Urbanism (CNU), and TML. He currently serves on the ICMA’s Advisory Board on Graduate Education, and the University of Texas at Arlington’s Masters in Public Administration (MPA) Advisory Board. Additionally, he serves as the Region 4 representative for the TCMA Ethics Committee. Smolinski was awarded Public Official of the Year by the Texas Municipal Utility Association (TMUA) in 2016.

Deputy City Manager Shelly Lanners
Shelly Lanners was appointed as Deputy City Manager in October 2015. She has responsibilities that are citywide, but direct responsibility over the Community Services Division. This includes the City Secretary’s Office, Communications & Marketing, the Convention & Visitors Bureau, Historical Services, Library Services, Parks & Recreation and Public Grounds. She is the contract administrator for the six public/private partnership facilities: Big League Dreams Mansfield Sports Park, Hawaiian Falls, Mansfield National Golf Course, FieldhouseUSA, StarCenter Mansfield and The LOT Downtown.
Lanners has worked in state and local government for more than 30 years and has worked for the City of Mansfield for the last 20 years. Having worked her way up in the Parks and Recreation field, Lanners was the recipient of Texas Recreation and Park Association’s (TRAPS) Young Professional of the Year early in her career. She is a member of ICMA, Texas City Manager’s Association (TCMA), Texas Municipal League (TML), the National Association of Historic Preservation, Texas Library Association and TRAPS.
